Kalifonia used to be top years ago. Then peeps pulled proposition 13 on the ballot. They still tax you there in other ways.
For them it was safety.
Very understandable. When I watch the evening news,, I just turn on the Weather portion. I then switch channels, away from the regular reports of crime daily.

Seems to be an exodus of peeps leaving the Land of Lincoln. There are multiple reasons, but the high property taxes are certainly a factor. I think we rank second in the nation.
32 years ago, Michigan passed Proposition A to reduce property taxes. Prop taxes could rise only 5%, or the rate of inflation, whichever was the lesser. When a property is sold, the taxable value resets to reflect the current value.

I'd guess the new neighbor down the road pays about double what we pay for his house and 3(ish?) acres. We have 25 acres. (They do have a nicer house, but location, location, location. We're at the end of a dead end road.)

If we were to sell our place and the new owner asked what we paid in property tax and hoped to pay about the same, uh... no.

Proposition A benefited people who stayed in their homes for a long time. We're never moving, so it benefited us greatly.
 
The downside of Proposition A? Our roads and bridges are crap and perennially in need of resurfacing/repair. Our schools are always in desperate need of more money. (Yeah, I know, all schools are. We do not look to the future well enough, IMO.)

There is a group that wants to get rid of property taxes in Michigan. (Called "Ax MI tax;" how clever!) I have not yet heard any cogent argument for how they plan to replace the lost revenue. The one person I chatted with claimed, "Schools have plenty of money! They just need to spend it better!"
