I have 2 month old Sapphire Gem chickens that were supposed to be all female but 2 of them look like roosters to me. Since I’ve not had this breed before I’m needing some insight from a pic. Rooster or Hen? I don’t want to get rid of him or her if unsure of sex.

Even the best sexing methods only hit a 90% or so accuracy rate on breeds that aren't autosexing or sex links, so ordering all females doesn't guarantee all females.
He's a beauty, though. If you can keep him, I'd suggest it. There's probably a market for purebred Sapphire Gem hatching eggs.

Are you sure it’s a sapphire gem? Usually you will see the baring before their comb gets that big. Are you sure on the age? With the dark head you should see white speckles by now. Look for pointy saddle feathers which I think I do see. The one next to this one looks like a pullet to me. I had one that developed quicker than the others. Do you have any pictures of them a little younger?

Saphire gems are a blue sex link based on barring genetics.
