I consider it candy... (and a candy my children are not allowed to have).....side note... they are not allowed or have even trident or other sugar free gums... cause my DD likes to put it in her pocket for later (after it has already been chewed) and my DS will put more them one piece in his mouth the he looks like a ball player.. or a cow chewin cud...
