Scaley leg mites?

Does anyone know if this is normal?
 
That does look like scaly leg mites. You should treat the whole flock. You can slather their legs in Vaseline daily or treat them with Ivermectin. Also be sure to give the coop a good cleaning.

Vaseline will work, but castor oil will work even better and faster since you can get it much deeper into those raised scales than you can with Vaseline. I use a small paint brush and slather the castor oil deep into the scales where the mites hide with upward thrusts of the brush.

More people report quicker results with castor oil than they do with Vaseline. Castor oil also has healing properties that Vaseline lacks. Castor oil is plant based while Vaseline is petroleum based therefore friendlier to living things. It's no more expensive than Vaseline.
