i have this 4 week old chick that looks terrible on her back and vent. She appears to be in good health everywhere else. Her brood mates are all fine. Any ideas what this may be?

That is my thought too.Going by the middle picture, which looks most descriptive, it looks like vent gleet...an overgrowth of yeast (fungus).

You should separate her...while not "contagious" per se, it can spread from one bird to another, especially through mating.
Double check to make sure there are no crawling bugs just in case this is mite/lice feather destruction (more in top and bottom photos)...but middle photo it really appears to be vent gleet.
