I'm guessing that means it is set to neutral

Make it smaller and see if you still have the issue.

Solved again by @Kiki What would we do without you love!?

Pulled the screen zoom to negative and everything fits where it should. Text is a bit small now but I think I can adjust that separately.

When I zoom in on a picture the tools hide...but just by touching the picture again the tool comes right back.

This happened to me a few years ago and I just remembered it was the display zoom setting stuff.

I'm still seeing this using Google Chrome on Samsung Galaxy S10.

this we know about and are working on

Also, when I click on pics to enlarge them, the picture tools are hidden behind my clock and notifications bar.

this is new to us. Looking into it
