It is not jumping to conclusions to think that someone has chicks before they have built a run when that is exactly what they are saying they did. It is also not rude to think that is irresponsible regardless of how many people do it anyway. The only Judgment I see in regard to Rancher Hicks comments is those that assume he is wrong and that a heart attack is an acceptable excuse for irresponsible decisions. Actually a heart attack is a great example of exactly why you should have the coop and run built before getting chicks. Bad things happen. Regardless of how I feel about someone having a heart attack, it does not erase that the situation is a result of poor decisions.
This group should be about supporting and encouraging proper, healthy and responsible care of chickens. With that it mind I don't think it should encouraged or acceptable to obtain birds before you have proper housing and equipment to care for them. I did not even place my first order for chickens until my cages and run where finished and well inspected. Trying to build under the pressure of needing it done yesterday is prone to doing a less than adequate job. little flaws are discovered via loss of birds. In our case we had several weeks to look over our work and located one or two weak spots. these where fixed long before any chicken set foot in that enclosure.
If others choose to accept excuses as a good enough reason to not be prepared, they are free to do so. I don't it was easily preventable with a display of minimal responsibility
