Sebright wannabe?? Roo?? Breed???

At first I thought that this might be a sebright cockeral, but it has feathered legs and not enough lacing. Any ideas??

Yes it is still possible. Hatcheries don't breed for quality or to the APA standard of perfection; they breed for quantity/production.
