Yes, lavender will not show if not present in two copies. But, even if lav IS present in two copies, if blue is also present in either one or two copies, the bird will look more like the blue or splash phenotype than like lavender. In a blue you will see darker head, hackles, etc. In a splash you will see darker splashes.
If you breed to splash or blue you are just making it really hard on yourself and the possibility of mixing up pure lavenders. This could set you back a year or more if you get things all mixed up. They are splits but extremely HARD to tell what is what. I'd wait until you are sure what you are breeding/hatching.
