Usually people boil the water to make it sterile. You can add a pinch of baking soda in as well but I'm not sure what the purpose for that is.
Well maybe he mixed it in some water first. I doubt if it hurt anything.I just read Tumeric eye drops are used in the eye. But it's concerning about the power that just doesn't sound like it would help.

Pictures will definitely help. Is the eye/injury exposed? You may need to isolate the chicken for now.
