who grows tail feathers first roos or hens??? ive got 2, 4 week olds that i picked up from the feed store, the sign said pullets, but one has an inch and a half of tailfeathers, and the other has none at all, and theyre not getting torn out either??? any ideas?

Post pictures. You can usually tell male from female as soon as the wing feathers come in.

ill get some pics up tonight once i get off work, but the only difference in wing feathers is that one is more developed than the other, obvious the one with tail feathers.

Females feather in mostly black with white barring and males feather in mostly white with black barring.

No, they didn't shaft you. Sexing is only 90%+ accurate, and another customer at the feed store might have done a switcheroo- literally.
