Sexing 3 week old barred rocks?

It’s been 3 weeks with my first chicks and they are all feathering in nicely, noticed that one (#4) is waay behind in terms of feather development, it was still fluffy and downy when the rest had wings and tails already, I think he’s a boy? What do you all think? I think I have all pullets except for #4 who I’m hoping is a roo

3&4 look like cockerals for some reason 6 just looks a little roosterish to me idk hope hes not though
