Sexing all chicks by tail???

I heard and have tested
From someone who says it has always worked for them that if you get a chick or pullet or cockerel and flip it upside down facing you a pullet will spread her tail feathers and the cockerel really won’t

Has anyone heard about this?

Nope, it really doesn’t help. The only accurate ways that I’m aware of sexing chicks is dna testing, vent sexing, wing sexing (in certain breeds), or color sexing (only in sex links.)

Vent sexing should really only be done by professionals or people who are experienced.

You don't. Hatcheries have employees that are trained to do it. There's a risk of injuring the chick if you don't know what you're doing.
