Sexing by butt fluff? Is it a thing?

Him and a hen. Not the greatest pictures since they were both struggling. But he is a very fluffy bird- big and heavy.
By the time butt fluff and other feathers are fully developed though the bird should be feather sexable or sexable through behavior, the voice is generally more telling by even week three or four.
