The bird is two and a half months old with a pale comb developing and some wattle development. Cockerel or pullet???? The larger comb but being pale in color makes me wonder.
 
I believe you have a pullet, it’s totally normal for pullets to develope pale combs at 10 weeks old. If it was a cockerel it would have developed a comb as early as 2-4 weeks of age and the comb would’ve started to turn a bright red. You may just have a slow developing cockerel.

(Yes the Pheonix is dubbed he was like that when I got him).
