That's a pullet... the tail feathers are not male, simply look odd due to juvenile Molt
Young birds go through a series of molts as they grow and mature -- it is a natural occurrence. What would be the reason for a juvenile molt?
Think about how small those first true feathers are. Now imagine those feathers being the only thing covering a full-sized, nearly mature bird. Since feathers can only cover so much, and they don't grow to keep pace with the size of the bird, they must constantly be replaced till the bird reaches adult size. It's gradual, in bits and pieces, not all at once like an adult annual molt. What would be the reason for a juvenile molt?
