What I've found is if a hawk is the predator the rooster wont attack until the hawk is on top of the hen. That's a bit late. I believe they attack more on "what are you doing on top of one of my hens" than a desire to protect the hen.

It is just a theory but the obsevations tend to give it some weight.
What many hens do caught in the open in the event of a hawk strike is freeze and crouch. They can't really be thinking about making themselves a smaller target.
This, if the rooster is watching is what he sees, his hen crouching with the hawk on her back.
