My baby quail hatch with egg goop and their fluff is rather 'crunchy' in texture, but after cuddling and petting them for a while they fluff up properly, you can actually see the goop flake off in small white particles on your hand.
As for the chick being weak... I had one silkie chick who was shrinkwrapped for an entire day, going into the evening until I finally decided to assist, once out the egg she was practically lifeless, laying there for about an hour with her feet curled up and everything, I kept her warm and talked to her as she laid there... And then she opened her eyes, tried to roll over and started flopping about but couldn't lift her head up at first, but a day after she was just as feisty and energetic as her brother who hatched prior to her, and she is the hen who laid the first double yolker so far... With a technical one 3 days prior with a jelly egg and a stray yolk on the same day, that she and her brother and dad ate.
S/he could be like mine and need a good rest for a while, honey water can also help if nutridrench is hard to find, as I have 'revived' a few weakened quail chicks who couldn't even walk with a few drops of honey water on the sides of the beak, not in it, giving them the energy and strength they need to recover and actually remember that they need a thing called WATER to survive as all these cases seem to be due to a chick not drinking enough during the first few days despite me dipping their beaks in the water.
