The blue and white eyes are referred to as glass-eyed which means their is no pigment in the iris and you are actully seeing the back of the retina. That is a triat thrown in by the merle gene, which some breeders breed out or try to stay away from as double crossing can lead to all sorts of health problems, such as blindness and deafness. Makes some pretty colors but it sorta the same as the lethal white gene in paint colored horses.
The mama dog (Two-socks) and the pup (BJ) have both the same father and yes he does have the glass eye just didn't carry over in them.

At least you didn't say that all Catahoulas are supposed to be Blue Leopards as that's a common misconception also.
It's just that everybody wants a blue leopard color with the glass eye which are usually the hardest ones to get. Two socks had two blues at birth and both died within a day or so one was born with a cleft lip/palate the other was runted prolly due to the fact she had eleven and she's a whole 35 lbs. soaking wet.
Anyway Catahoulas can be various colors and have many difrerent colored eyes, by the way I like the Golden/yellow eyes these dogs have its really a different look than you'll see on a everyday dog, matter of fact that's one of the things alot of people comment on is Two-socks yellow eyes. Just wish they showed up better in the pics, may have to learn how to use the photo shop to get the flash out of their eyes so the color shows better.

Here's a website about the merle gene that causes the blue or glass-eye color you'll see that it is sometimes not a good idea to try to breed specificaly for this coat and eye color.
