Questions:
1.what breed is he
2.how can i fix his tail feathers
3.how can i know hes pure breed
4.how to keep him from fighting another rooster i have

Questions one and three will have to be answered by the original breeder.
Question four you can not keep him from fighting another rooster. He will have to stay in a separate area or pen so he's not able to see another rooster.
Question two he may be molting if not his tail should grow back normal when he's finished molting.

Well i in know its kelso but i dont know specificly. And he stopped molting like 2 months ago but someone pulled his tail feathers. And would there be a way to test if hes pure breed. He was found with a same breed hen as pullets in a mountain range abandoned so i adopted them so they grew wild

His feathers will grow back, and I don't think there's any way to test him to be pure

There is no way to know its a kelso if you found him wild. You may be able to guess by looks... but that can be deceiving because cosmetic traits alone dont define the breed. I wouldnt worry if he is pure breed, as long as you like him. If he looks and acts like an American game then you can probably assume he is.

He looks healthy. And he looks like he has been dubbed (comb removed), so somebody took care of him for a while.

Are you in California by chance?
