Yes, peafowl of the India Blue variety are fine in NY. Just offer them a shelter out of the elements; a heat lamp is unnecessary. You can PM if you want to buy some or have more specific questions, but it seems like the others have got you filled in on wintering peafowl!

where do the whites fall, as far as hardiness?
Whites are the same as Indian Blues. It's not the color that matter it's the species. Indian peafowl (Pavo cristatus) only need shelter to get out of the elements. There are 111 varieties of Indian. Greens (Pavo muticus) don't do well with the cold. Greens there are 3 subspecies of Greens: the Java, Burmese, and Indo-Chinese. These photos of the Javas are of another lady's farm that I visited that was really cool.
