That is still his baby train. he will never have feathers like those again once he grows up

Blackshoulders take years to get their adult colors and loose all the white i would say this is normal, just like the white ticking on him now, unless he is split to white or pied.
Does he have white flights at all?
 
If Thora was not a spalding, then it would be 50% white peachicks and 50% split to white peachicks. Since you are asking about breeding a spalding bird to an India Blue bird, the first generation should be spaldings split to white, correct? Don't the offspring first have to be hybridized, then bred to the desired color (white spalding) by breeding them back to their mother?

Are the flight feathers the ones by the rust ones in the bottom of the wings?
