Silkie/polish Roo?

I have two silkie/polish mix chickens. I know the light color is a Roo, he has been crowing for 3 weeks but the darker color one looks like a Roo, is older than the light color one, but has not started crowing. Do you think he can still be a Roo just late on crowing or is there a possibility that he is a she?

Definitely a cockerel. I had one this year that starred crowing at seven weeks old, and I currently am waiting on my EE cockerel and he’s approaching 3 months old. I think it just depends on flock dynamics and individual bird development/personality.
