No way to tell quality until a bird is much, much older. Some faults can be detected at hatching, but even things like comb type or toe count can be mis-interpreted on a tiny chick. I've certainly thought I had a 4-toes bird that when older did indeed have all its toes--I just missed seeing them.

Hard feathers in wings and tails can occur on any gender. On the tail they tend to be more noticeable on roosters due to type differences between male and female. You do not want entirely silkied wing feathers.

It is for sure a partridge ground-color chick and based on gold. If it is a girl she have a "eye-line" boys not have that in partridges ;-)
The exact quality of the adult bird can't be told by the look at a one day chick but you can tell immediately if it is a chick with qualities or not.
Your chick have the "partridge" pattern as all these here under. As you can see there are many similar but not completely exact the same patterns in them. (this because of pure and unpure ground-colors (E-locus) and the presence of other mutated genes).
