Plucking will start regrowth immediately; trimming will not--it will grow back at the next molt.
edited to add: it is always better to trim a bit too little and need to go back and trim some more. Trimming too much means it won't grow back for a long time, and the poor bird will be stuck with a bad haircut until it molts.
