I have a Roo that looks very similar to that one, although he is more of a blonde color (we call him Blondie, a name that stuck from when he was still a she...he just crowed last weekend for the first time, it was more of a squeak-a-doodle...praying the others are still girls!)
Of note: We've had them about 6 weeks, so he may be younger than the bird in your picture. He had flat feathering on his wings as a chick, and a pretty design in them. The rest was fluff.
In the first photo it looks like he has black curly tips, thats misleading, its just a frizzled sizzle behind him! The two images below that give a better view of his wings, he is on the far left.
The lady we got him from breeds silkies & sizzles, of both the smooth and frizzled (curly) varieties. Blondie here is a smooth sizzle (not a real breed, yes, but she's in her 20th generation or something and well on her way to making them true breeding).
The photos below show him as he has grown up (with a few of his silkie & sizzle pals). I expect he will only get floofier from here!
