I have a 21 week old Buff Orpington pullet that just doesn't seem to want to fully grow. I did bring her in this Winter because she was really struggling in Fall temperatures. She has virtually no wattle or comb and she's a munchkin in size.

Has anyone else had a situation like this? Did they eventually catch up or did it end up being a midget chicken?

And let me elaborate. She eats like a horse, drinks normal, always a normal poop, and very active. She loves snuggling with the dogs and seems otherwise healthy besides not really growing. Her brother was a mix and he is enormous compared to her.
 
I have a sexlink rooster that was is like that. he is taking so long to grow, I had to postpone his butcher date. I'm don't know why he is such a runt, since all 20+ other roo's I had, grew just fine. he is perfectly healthy though, and seems quite thrifty.
 
Have you weighed her before? She looks pretty pale and small. She'll probably stay small....maybe grow a little more, but I'd be more worried about keeping her healthy. I think she's just going to need extra TLC for now. Hope she does better soon!
She might just be a runt.

Are you 100% positive she is 21 weeks? If so you are right to question her size, she is much tinier than any of my Orps at that age. Is she hatchery stock? It is probably that she is just small, some issue in growth or genitics! Get her a bantam boyfriend!!!
She's adorable regardless!
