Does the size of the rooster have anything to do with the size of the egg? We have also had a little cold snap and the eggs are smaller than they have been.

No, rooster has no bearing on that. It is a genetic trait. Not uncommon for a bird to lay smaller eggs when coming out of non laying period. Eggs will be full size in a week or so.
