Sneezing Pekin duck caused by wet feathers?

Hello friends. My Pekin duck is a little over one month old and has been sneezing. He had a hard time breathing a few weeks back and was put on baytril .5ml. Saw no changes so we went back to the vet. He got a chest X-ray to check lungs but was all clear. Vet noticed some bacteria in his throat so they got a culture and sent it out. In the mean time they started him on doxycycline compound .5ml. He has been on it for almost a week in two days. Has been a big help to his breathing issue but he is still sneezing. Nothing is coming out of his nose. Eating fine pooping a lot swimming and cuddling with me. (Also side note he is blind with no eyes since birth). I'm concerned he might have wet feather. His chest is wet all the time in a small section about two inch by two inch. I've raised his sleeping area but he likes to sleep in the wetness. Can wet feathers cause him to sneeze? What should I do?
