I asked our neighbor that had been asking something about rabbits if they were his. He said they weren’t, that they just showed up one day And that he feeds them carrots every now and then. He says there are three. This one, a grey one, and one that’s part white and part light brown. I haven’t seen the grey one yet.

It's already quite small. And if it's to be stationary it'd need more predator proofing, or a solid floor.
Something of this size would be better, along with an indoor area.

This vidoe really breaks down indoor vs outdoor housing and may be able to convince your parents to allow the rabbit indoors.
There are lots of commenters explaining why they chose to keep their bunnies indoors too.
