This place shows a 'solar sipper' in the works .... Also there are some pictures along the top of the page which shows a thermal water bowl aided by solar that is supposed to be good for down to 20 degrees.

Never tried any of these but the info is out there.

The problem with solar as I understand it, is they need sun to work. If you had a prolonged period of overcast weather in the winter (I know it never happens but just suppose it did

) then you might find the water stays frozen until the sun comes out again. Since overcast is associated with snow and ice storms, the times you most need the water unfrozen would be the times it would most likely remain frozen.
