It's not just phones, it's desktops too. All emojis below the red line are probably gone.This seems specific to emojis specifically posted from phones, rather than ones provided by the forum itself. At this point, considering the server move was done almost 12 hours ago, I don't know what we can actually do about it.

Yes, using them works fine, but it looks like the emojis (or specifically the code for the emojis) wasn't correctly exported from the old database, which is why they are now showing as question marks.Yes it actually works.
