I worked as a restaurant inspector for a while and had to know and interpret the food service code. I could barely read that thing let alone understand it.
As a personal chef, I sort of "side step" the whole code thing.
I'm technically licensed as a "personal shopping assistant". I confer with a client, we deside on a menu, they give me money, I buy the groceries and bring them to their house. Now, here's the "shady" part that has the health dept baffled.
I used THEIR money to buy THEIR groceries and deliver them to THEIR kitchen. Once their food is in their house they can have ANYONE they want cook it. That anyone just happens to be me and I'm paid well for it. The health dept. is happy as long as I keep my Food Handler's Certification up to date and don't kill anybody. And I also have 2 million in liability insurance to cover any "mishaps".
But If I cook the food THEN deliver it, I become a caterer and knee deep in red tape and paperwork/permits/lisences etc...
You are "GIFTING" the eggs to the guy and he is "GIFTING" coffee etc to you. It's like Christmas!
I am in the Columbia Gorge too. I found this website today, and am finding it one of the most friendly and helpful forums I've ever visited.
I don't have chickens or a coop yet. I would like to find more friends who raise chickens.
I know two people in The Dalles who raise chickens (I get eggs sometimes from one of them).
I want to visit some coops and get familiar with a few chickens before getting my own. I have lots of questions... for example: should I get layers or chicks to raise myself?
As someone who has on a few too many occassions assumed "what they dont know wont hurt me..." and consequently been bitten in the tush, I would advise you...pay the $23. BETTER SAFE THAN SORRY. Plus, then, any future transactions you won't have to think twice about!
For those that think it might be worth it to pull a fast one on the government, or even just rely on ignorance to save your buns, I have two words....

This may have already been said, but I don't think he is reselling them as eggs, but rather using them in products. Don't know if that makes a difference or not.
