See if it will retract if he goes into some fresh cool water. When mine were younger they would run around with their penis dangling. I didn't do anything special and it always retracted. I never kept an eye on them for hours though, so I can't tell you how long they ran around like that. I think the younger they are this will happen. However, if it doesn't retract, I think you have to give it some help. I'm not sure what to do exactly, but if you do a search for prolapsed penis there are threads that have advice.
