Will she open her eye at all? What does it look like try to warm her up if she’s shivering. Do you have any Poultry Nutri drench? You can give her tiny drops straight in her bill or just along the edge of her bill.

She does open her eyes I warm her she kind of stops shivering but I can feel her still shivering

Any chick vitamins at all?
For a homemade concotion i have done this for chicken chicks and quail chicks -again, i do not know how ducks differ!
But for the others i mix a cup of water, a half teaspoon molasses, a half teaspoon honey a half tea spoon yogurt. Sometimes i boil herbs into the water and steep then strain, to get vitamins into the liquid.

Or i also make herbal scrambled eggs, which is one scrambled eggs, add a drop of honey, drop of molasses, drop of yogurt and then 2 teaspoons fresh or 1 tsp dried ground herbs, oregano usually, as it has selenium, Mash it all very well together.
has your duck had access to sand or grit? If not it could have eaten a piece of bedding and be having issues from that.
However it sounds nutritional to me, so feed the scramblrd or chopped boiled egg and make sure the food you give daily is correct for baby ducks. And as soon as you can buy some chick vitamins, such as sav a chick. Or duvat chick vitamins from tractor supply.
