Your rooster being blue means it is a black chicken with one copy of blue Bl+ The barred Rock he is a black hen with one copy of the barred gene. All males will;; receive one copy of the barring gene which will show up as a spot on the head. The pullets will not have that spot since they have not received the barring gene. ALL chicks will have a 50% chance of having the blue gene. This could be blue barred males or blue females and of course black barred males and black females. Hatchery sex-links are great layers because they come from two lines that have been bred for high productions. Yours may be good layers but do not expect GREAT layers since Araucanas are not so productive.

If my rooster was black what would the offspring be like?

By the way is there any chance the offspring get those golden speckles down the neck and breast?

If the rooster were black then all male young would be black barred and all females would be black. If the gold speckles you mention are the brown neck and breast plumage you normally see in hatchery black sex-link females then of course not. Those have a red male parent. The only connection your cross and hatchery black sex-link crosses is that both are using a black barred female parent.

So tell me if this is right

If I cross a Black Araucana rooster with a Barred Plymouth Rock hen it will...

Lay 200-250 eggs a year
Lay a green egg
Be hardy
Turn out to be completely black
 
If your rooster is pure for the blue egg gene, mixing him with a brown laying hen will give you green laying offspring.
If he's black and the hens are based on black, the pullets will be solid black. If he has red leakage, the pullets may have red at the throat and chest.
Can't speak to how many eggs they'll lay, but it will be a mix of the two parent stock's laying ability.
Should be reasonably hardy birds. They'll have modified pea combs which can lessen frostbite issues.
