Honestly what I was told by a tester is...if you aren't showing or shipping birds out, you do not have to be tested. I need to get all of mine tested, and it is going to be easier just for me to do my own since I show, and whenever I add new blood.
She sent me a letter they send to people that call and ask for testing information. I do not have it in my inbox any longer, but will call tomorrow and ask her to send it to me again.
I have taken the NPIP class and I encourage everyone that can to attend. They also have one in the fall I believe in the mid state.
The following sections are well worth the money even if you do not get NPIP certified.

Oh and for someone else to do the testing, they will come check out the property the first time from what I understood. Still only 20 cents per bird for testing I think. IDK if there is a charge for the AI testing.

Why are ducks a problem?
You only (legally) have to be NPIP if you sell hatching eggs or chickens out of state.
Unless they have gotten some extra funding, there is a charge for AI testing.
