Is that color called mottled? if so how would you breed that color does both parents need to be it?
 
IMO speckled sussex are just mottled red Columbian.
The mottling is just part of their genetics but yes that part is recessive and has to come from both parents to be expressed.
 
I received some eggs of a BLRW over a Speckled Sussex, a Welsummer, and a Sapphire Gem. I had 2 Sapphire gem hatch and I only had one like this hatch. I don't know if it is Speckled Sussex or Welsummer. Any ideas?

imma say welsummer as my ss/BLRW Crosses have white legs yours has yellow
 
sometime its takes a few weeks for the leg color to change when using white skin crossed over yellow
