I hatched this chick from a BBR Phoenix rooster and Mauve Silkie hen. From my understanding this is blue however it is turning more white in color and these pictures aren't showing it very well. I know for a fact the BBR rooster has no blue in his line but he does have Dun and Golden. Mauve is chocolate and blue so I'm lost on why this looks kinda like a splash? Would this be a splash and my roo somehow had some blue chickens in his line that the breeder didn't know about or is it just a terrible blue? I also have no idea if this is male or female but I'm thinking female?

Are you sure those are the parents?

The chick does appear to be splash.
Splash is 2 copies of Blue (BBS), one copy from each parent.
I've heard that sometimes blue doesn't look blue, but your rooster doesn't look blue?

If you've had any other roosters with your hens within a few weeks of that egg being incubated, then the other rooster could be the father instead.

The other rooster is a blue Silkie which it would have different feathers or a chocolate satin Silkie. I had this hen for too long for it to be any other roosters than these. In person it has the Phoenix pattern. It has a white belly and the blue with black spots on the rest of its body.

Even if your phoenix rooster had a bunch of blue ancestors, it wouldn’t matter unless he was actually blue or splash. The blue gene is dominant, not recessive. He cannot be the father of a splash chick. How do you know the hen is mauve? Could any other hens be the mother? Can you post a photo of the chocolate satin rooster?

The hen has a chocolate and a blue gene.

This was (I've given my flock to my friend so I still get updates daily) my mottled Satin Silkie rooster

And this was my blue Silkie rooster.

These three roosters are the only possible fathers. And I definitely know that was her egg it hatched from as my Phoenix girls weren't laying and she's the only I have that has a blue gene. My others were brown egg layers or buff and black(definitely black girls as the blue Silkie rooster is a dark blue almost black in person unless beside the black hens) Silkie hens.

How do you know the hen is chocolate? She looks like a splash, I see no sign that she has chocolate, but she could be a chocolate splash. The blue silkie looks like a black, but I could be wrong about that, silkied feathers are tricky.

My guess would be that either your phoenix rooster is a very dark blue (which doesn’t make sense to me based on the picture) or the satin rooster is actually mauve.

The satin is definitely chocolate the hen is Mauve that's not a great picture. This picture is easier to see she’s mauve
