So I just checked a couple of pages from the standard from 2010, and it says that the black have “nearly black with a tendency towards willow; black preferred.” White says “Dark willow.” And the blues say “Nearly black with dark slaty blue, with a tendency towards willow; black preferred.” So the short answer no.Do Black, White, and Blue Jersey Giants all have the same standard for their legs?

You could use the word slate, but genetically Jersey giants should have yellow legs with a dark wash, creating black or willow legs.
