There is a free program of testing for bird flu. I am a memeber of it. The A1 program along with the NPIP. Maybe you in California can check to see if you have it in your state. The people here are more concerned about the free ranging flocks or ones that birds could fly over and drop excrement in the runs. The crows were found to have it at one time. My birds so far are negative. Good luck all.
From what I remember from my NPIP tester class last month, your property isn't considered AI free unless you test every 3 months since wild birds can bring it any time of year. The annual NPIP does do the AI test as well at that time but it is more of a safeguard, not a stamp of cleanliness for the year like other NPIP test.
