Strange plant

I was walking the dog around our property and I couldn't help but notice this plant. We haven't cleaned up this area of our yard yet but it was all peonys at one point. Last year we saw lavendar grow there which inspired me to try and grow some more (and maybe clean up this section and put it all there!) Can anyone tell me what this is? We're in northwest indiana for area reference.

We love our peonies (not the ants). Good varieties smell heavenly. Cut the buds (with a stem left on) B4 they open, brush any ants off & put them in a vase w/ H2O to bloom in the house. Not much to maintain, once the flowers are done blooming just cut them off (lower than the leaves around them) & ya have a nice green bush type thing.
