Stuck chick please help

This chick pipped yesterday around noon and it hasnt made it too far i need to know if its time for me to help it out or not, ive never hatched chicks before but it seems dried out and very low in energy

Yes I havent had any trouble with any other chicks

I just helped it out its really weak but it is alive and was definitely ready to come out
