Both the new quail and your boy are under stress, throwing 2 different birds together that weren't raised together is a gamble. It might work or not! Be prepared to separate them if the pecking continues until ones seriously injured.

Could just be personality difference in the quail if there's nothing physically different you can see. I have one odd female who goes into crouch mode whenever I'm in that cage, the others run around to avoid me but she stays still like she thinks she's invisible or something. Some birds are just odd.
