I was reading in the newspaper about a local poultry swap meet and the article said to bring health papers with your birds. To what are they referring?? I live in Wisconsin...

Each state, city, county, and homeopwner's associations have their own regulations. The swap meet itself may have certain requirements. I suggest you contact someone involved in the swap meet and talk to them.
