Swollen Lesion on 6wk Pullet - What is it?

I am still stumped on this poor pullet. I have been treating with iodine and triple antibiotic cream. It seems like this is under the skin, IMO. Just the way it's looked from day to day. It's redder some days than others, and I think she scratches at it. Visibly swollen and balding. It actually doesn't look as red today as it typically does. But I'm also seeing some balding on the side of the face, shown in the side profile photo.

I'd stop cleaning it unless it's getting soiled. Apply the triple antibiotic ointment daily to keep the tissue moist or you can try an anti-inflammatory cream to see if that makes a difference.
