The OP was told that it may be Fowl Cholera, which I agree with, and to take the bird to a vet. I hope she has done so.
I do think further discussion of medications/antibiotics and their merits or contraindications should be moved elsewhere.

UPDATE...i could not find a single vet to even LOOK at her. Has not affected any other birds in the flock. after a few days the swelling is almost all gone. she has not been acting strangely and her doodies are normal. it was just boggling how her face, waddle and neck could be so swollen and waddles discolored and not have any signs of respirtatory distress. but all is well in the hen house.
