tail feathers and sexing

hi im new to chickens,just trying to get my way around,when a chickens tail feathers fan out like the one below does it always mean theyre a boy??

Well by the looks of it if he/she doesn't start crowing soon then I would say its a pullet! It looks like a pullet though, I don't see any saddle feathers!
