I had a really, really tame and friendly bobwhite once. Found it where I used to work, and after it hung around for 2-3 days, I literally picked it up and put it in a box and took it home, because I figured it was going to be something's dinner. I had it almost 3 years. It would come out of its cage and sit on my shoulder, and would also do the bobwhite whistle for me. I kind of think it saw me as a potential mate. It had to have been hand-reared by someone.
I suspect, although others on here said no when I mentioned this on a previous post, that if you raise a hatchling in total isolation from all other quail from the moment of hatching, and pay a lot of attention to it and handle it a lot, it will probably tame down. BUT, you are probably working against the genetics in bobwhites, which no doubt tell them to be wild.
Personally, I would just not fight it, and get a coturnix. Mine are really tame and friendly, like chickens or even more docile, and I did absolutely nothing to make them this way. Some of them even let me pour dust over them in their sandbox while they roll around and fluff their feathers.
