Yosemite and newer didn't work either. I had formatted the drive using Snow Leopard. I ended up having to get my Sequoia MacBook Air out to format the drive with the amount of partitions needed (8, that is, 10.6, 10.7, 10.8, 10.9, 10.10, 10.11, 10.12, and 10.13+). Sierra (10.12) is installing right now.
10.13 (High Sierra) and newer use APFS, and need to be installed after I install all of the other systems. They can have multiple containers in a shared volume so I don't have to partition as much.
